it's a shame in this nation where every developed country in the world knows our fiscal cliff is our fiscal solvency you have to have these leverage points. sit down and solve the problem because we know it's our greatest threat. that's not the case here. we have a president who has not laid out a plan. is he on yulingsly a spendaholic. >> dave: here is the problem for republicans though. if there is no deal out of the senate he will say okay i need an up or down vote on the $250,000 up or down mark. if republicans want to go on record to say no on that. that's going to be very politically dangerous for john boehner in the house. that's the bottom line. >> juliet: i know you are getting a lot of tweets. mine is like i blame, this i blame that guy. it's interesting to hear what you guys have to say about that first, let's go to peter doocy. what happens this weekend as far as negotiations are concerned? mr. doocy standing by in washington. hello, pete. >> dave: hello peter. >> hello juliet, dave and clayton. we have been told about meetings about ways to avoid the fiscal cliff. not su

by the way, that is why we are facing this new fiscal cliff. it is infuriating to business owners. i have been talking to a lot of them last couple of weeks. this is banana republic type of politics. no one knows what it will look like. it makes it impossible for businesses to do planning, purchasing equipment, hiring workers. you are seeing the impact on the stock market already where we have a lousy 10 days with stocks because everybody is in this kind of state of fear and trepidation that we are going to go over this cliff. i will give you a sliver of good news, i talked to some of my sources in the republican leadership and they say that the president sounded a little bit more conciliatory in this last phone call that they had. and they still hold out hope that we might get a deal before the stroke of midnight. and the ball comes down in new york. gregg: you are talking about huge amounts of tax increases. you know, some people, i have e-mails -- i was loaded with e-mails yesterday from folks. firefighters and teachers, i'm going to see 15,000, $20,000 of my hard earned money.

they're talking about the fiscal cliff, they're talking about raising taxes and cutting spending. the only thing that's been accomplished thus far is to raise spending by about a billion dollars a year. >> dave: i think in particular rubs americans the wrong way when they see this, members of congress average salary, 174,000. average american, $48,000. that's on top of the fact that we see all the time, they take off, these long recesses and oh, by the way not passing bills and on top of this, this was by executive order, the president did this himself. >> yeah, it was done late at night, obviously, not great politics. i'm not quite sure what the thought process is here, maybe they think it's going to somehow incentivize members of congress to move things in a certain direction, but again, i think it's a terrible idea. it shows the disconnect with the country. keep in mind, washington d.c. last year passed the silicon valley as the town now as the highest per capita income in the country. and this is going to add to that and it shows the disconnect between what i call the permanen

, to deal with the fiscal cliff. if you don't like the house's product bring it on the floor of the senate and let's change it. let's start being legislators instead of just a place where ideas go and die in the united states senate, it's embarrassing to me being the most deliberative body in the world and not be able to have a debate about how the fiscal cliff drama should end. we should have had the house bill on the floor months ago. harry reid blocks everything coming from the house, this place is completely dysfunctional and this is why you wait on new year's eve to financed out what is happening, because we don't vote in the senate any more. uma: it's a very troubling and disturbing situation indeed, senator graham. thank you so much for joining us. we are all watching and waiting to see what happens over the next few hours. >> there are a lot of votes in this body to avoid the fiscal cliff if we could just get the body working we would. but i want to end with this note. if there is going to be revenue increase

let's remind people what this fiscal cliff is really all about. we're talking about automatic tax cuts that will go into place as well as drastic, draconian cuts in entitlement programs, medicare, and even the military. the military can suffer very greatly if this goes through the sequestration. if you look at all this, you realize something has got to be done, because $2,000 per average taxpayer will be added to them over the course of this year if they fail to do something, what is going to happen? what is your prediction, brad? >> well, my prediction is, that we're likely to go over the cliff because the president also knows, kelly, in 2013 any deal made then can be retroactive to january 1st. so the draconian cuts we're talking about can be wiped away with the stroke of a pen should a deal be made. i believe the president believes he is in stronger position if he deal doesn't go through now because he believes he will have better leverage in january. kelly: sear lena? >> he has better leverage i agree with brad about that. he can come to congr

we shouldn't really call this a fiscal cliff deal. this is just the senate's bill. the senate vote 89-8 in favor the bill. it extends decade old tax cuts on income up to 400,000 for individuals, 450,000 for couples. cuts only 15 billion in spending while increasing tax revenues by $620 billion. that is a 41-1 ratio of tax increases to spending cuts. so who are the winners and losers? we'll play a little game. i will toss out some names to you, you tell me winner or loser. we'll go down the list. richard, start with you, president obama, john boehner, winner or loser? >> i think both of them are winners for different reasons. the president won. obviously showed winning an election and staying on message is a winning strategy. he got republicans to budge on this decades long notion somehow or other lifting tax rates was going to be ruin news for the economy. i think we'll see that it's not. he got a lot of other provisions clean energy, tuition credits, senator for low income people. unemployment benefits extended that were on the line. i think john boehner is actuall
